The Residential Parking Program restricts curbside parking on designated residential streets from May 1st to October 1st of each year to holders of Resident Parking Permits, visitor passes or temporary permits.  Under this program, Residential Parking streets are either nighttime restricted (6 p.m. – 6 a.m.), 24 hour a day  restricted, or day-time restricted (6 a.m.- 6 p.m. on Saturdays, Sundays and Holidays).

Appropriate signs are erected on streets that have been designated residential parking streets and include whether they are nighttime (6 p.m. – 6 a.m.), daytime (6 a.m. – 6 p.m.), or all day (24 hours) residential parking streets.

RESIDENTIAL PARKING STICKERS

The City of Newport Residential Sticker Parking Program is in effect May 1st through October 1st.  Most streets in Newport require the sticker between 6pm and 6am.

In an on-going effort to further streamline the sticker parking process, beginning with the 2006 season the City implemented a new approach. If you received a sticker last year and your vehicle maintains a RI registration with a Newport address, you will automatically be mailed a sticker based on the previous year’s vehicle information as long as all motor vehicle related fines and fees are current.

You need to do nothing; your new sticker will be mailed directly to you during the month of March.  However, if motor vehicle excise taxes, parking tickets and/or municipal court fees are past due and hold up the mass mailing of your sticker, you must bring your registration and a $2 fee, cash or check to the office and pay any outstanding fees to obtain the sticker.

RENTERS:

We also issue resident stickers to people who rent property in Newport. If it is a permanent move and the vehicle is registered to you, RI State Law allows 10 days from within RI and 30 days from elsewhere to change the registration to be a RI registration with a Newport address (active duty military applicants excluded). Otherwise, the applicant must present an application, valid vehicle registration, driver’s license and a signed, fully executed rental lease (for viewing purposes only).  As long as the rental lease is 10 months or longer we will just need a $10 fee, cash or check, to issue the sticker. If the vehicle is registered to someone else, we will also need the Declarations Page from the registrant’s insurance policy which may be faxed in advance to 401-845-5411. If the lease is 9 months or under and the property owner does NOT live at the property year round, we will also need the Short Term Dwelling Form that should be posted within the dwelling and is a legal obligation for the property owner. If the property owner DOES live at the property year round, the applicant may sign an Affidavit that will be forwarded to the Zoning office.  WE DO NOT ACCEPT ANY BILLS, UTILITY OR OTHERWISE, AS PROOF OF RESIDENCY. Acceptable proofs of residency are: a valid RI driver’s license with a Newport address; a valid RI motor vehicle registration with a Newport address or a valid, fully executed rental lease that is a minimum of six months in duration (this includes BOTH the landlord/property manager’s signature as well as all tenants). The City of Newport does NOT issue resident stickers for leases under six months, summer rentals or month to month leases. Active duty military personnel are excluded from this stipulation provided they present their military orders upon applying for the sticker. All applications must be submitted with valid driver’s license and valid vehicle registration.

Applicants who are 65 years of age and older, and would qualify for the residential mass mailing, do not pay any fee for their stickers.

Also, applicants that would qualify for the residential mass mailing may apply BY MAIL and as long as the envelope is postmarked ON OR BEFORE APRIL 1 and all documents are received, there is no fee for the sticker. Checks are to be made payable to City of Newport. Stickers applied for in the office, even prior to April 1st, are subject to the fee. LEASED VEHICLE:

In addition to a completed and signed application, a valid driver’s license and vehicle registration, we MUST also see either the Leasing Agreement or Insurance ID Card to connect the applicant to the vehicle. Any fee, if applicable, is determined by the lessee information, residency and property ownership.

PLEASE remember the office starts issuing permits over the counter in March.


GUEST PASSES:

Owners of properties on a sticker parking street are entitled to one Guest Pass per residential dwelling unit initially at no cost. The passes are to be maintained, year after year, and turned over to the new owner(s) at the closing if the property is sold. The Tax Collections Office mails the current years decal, to be placed on the pass on the lower, right hand corner, each April. This is a separate mailing from the Resident Sticker Parking which occurs in March. This is an automatic mailing and the property owner need take no action. PLEASE make sure your mailing address on your real estate account is current.

In the event a Guest Pass is lost, destroyed or not transferred at the closing, ONLY the property owner(s) may replace them and pay a replacement fee. The first replacement fee is $10 per pass and each subsequent replacement fee is $25 per pass via cash or check. The property owner(s) may come to the Tax Collections Office with their driver’s license, sign an affidavit and  pay the applicable fee and the pass will be issued at that time.
